Programme Management Officer (Fixed-Term Limited)

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Programme Management Officer on a fixed‑term basis to support the United Nations Innovation Technology Accelerator for Cities (UNITAC) in Hamburg. The role will contribute to the design, implementation and monitoring of innovative urban solutions that advance Sustainable Development Goal 11.

Key responsibilities

• Assist in the development and execution of UNITAC’s urban technology acceleration methodology.
• Coordinate research, data‑driven insights and digital innovation projects across the three thematic areas: open data governance, spatial analysis and people‑centred smart cities.
• Support the preparation of knowledge products, guides and toolkits for policy makers and UN‑Habitat networks.
• Facilitate collaboration with partners, including UN‑OICT, HafenCity University and governmental stakeholders.
• Monitor project progress, prepare reports and ensure alignment with UN‑Habitat’s strategic objectives.

Required profile

• Advanced university degree in urban planning, geography, public policy, technology innovation or a related field.
• Experience in programme or project management within international or multilateral organisations.
• Demonstrated ability to work in multicultural teams and manage stakeholder relationships.
• Strong analytical and writing skills for producing high‑quality documentation.

Required skills

• Project management methodologies (e.g., logical framework, results‑based management).
• Familiarity with urban data platforms, GIS concepts and spatial analysis.
• Knowledge of open‑data principles and smart‑city governance frameworks.
