Compliance and Stakeholder Network Director – EU Defence, Security & Diplomacy

About the role

The Compliance and Stakeholder Network Director leads the design and execution of financial control, compliance and resource mobilisation strategies for EU‑funded defence, security and diplomacy programmes. Reporting to the Managing Director, Europe, the role ensures that all activities meet EU financial regulations while building strategic partnerships across Europe.

Key responsibilities

• Develop and implement a compliance and stakeholder engagement strategy aligned with EU Financial Regulation.
• Identify new programme concepts and funding opportunities in collaboration with country teams and partners.
• Lead the full project lifecycle – from opportunity identification, proposal development, budgeting and implementation to reporting and closure.
• Manage multi‑country projects, ensuring adherence to EU procurement rules and contractual obligations.
• Coordinate the end‑to‑end funding cycle, including pipeline development, partner mapping, proposal writing, contract negotiation and grant management.
• Strengthen institutional positioning with the European Commission and other key markets, enhancing brand visibility.

Required profile

• Senior‑level experience in EU‑funded programmes, compliance and financial management.
• Proven track record in developing and securing funding from EU institutions, Member State agencies and intergovernmental bodies.
• Strong understanding of EU external, security and defence action instruments.
• Ability to lead complex, multi‑country projects and coordinate cross‑functional teams.
