Country Director – Europe (Berlin)

About the role

Oxford Policy Management (OPM) is seeking a Country Director for Europe to provide strategic and operational leadership of its Berlin office. This permanent position will steer OPM’s growth in Europe, manage key client relationships with the EU and German government, and drive business development across multiple policy sectors.

Key responsibilities

• Lead OPM’s European operations and set strategic objectives for resilience and growth.
• Oversee two European key‑account management teams and ensure high‑quality delivery of projects.
• Expand the client pipeline, particularly with EU institutions, the German government, and development partners such as BMZ, GIZ and KfW.
• Collaborate with global technical consulting and regional leadership teams to align business development and project delivery.
• Build and nurture relationships with European, EU and German government clients.

Required profile

• Proven senior leadership experience in international development or public‑policy consultancy.
• Strong track record in business development, sales and managing high‑performing teams.
• Experience working with European development partners, EU institutions, and German government agencies.
• Ability to shape and execute strategic plans for office growth.
