Head of Resources Management (P)

About the role

The International Organization for Migration (IOM) is seeking a senior professional to lead Resources Management for its Germany Country Office and associated sub‑offices. Reporting to the Chief of Mission and the Senior Sub‑Regional Resources Management Officer, the incumbent will oversee finance, human resources, supply chain, ICT and treasury functions.

Key responsibilities

• Supervise treasury operations, forecast cash flows and monitor fund disbursements in line with donor agreements.
• Manage the annual budgeting process, control budgets, and analyse variances between planned and actual expenditures.
• Develop and coordinate budgets for new projects and programmes, ensuring compliance with IOM’s projectisation criteria.
• Implement and strengthen internal controls to safeguard assets, prevent fraud and ensure proper cash management.
• Oversee payroll processing, verify allocations to projects and ensure alignment with budgetary limits.
• Collaborate with regional offices, headquarters and the Global Shared Services Center to harmonise financial and administrative procedures.

Required profile

• Extensive experience in financial and resource management within an international or multilateral organization.
• Proven ability to lead multidisciplinary teams and coordinate across multiple locations.
• Strong understanding of donor funding rules, budgeting cycles and internal control frameworks.
• Excellent analytical skills with a proactive approach to preventing budget deficits.
