Project Procurement Manager – Offshore Wind

About the role

The Project Procurement Manager will lead the acquisition and management of offshore resources required for wind turbine installation across Europe. You will work closely with project teams, legal and finance to ensure subcontractor solutions meet technical, safety and commercial requirements.

Key responsibilities

• Establish and maintain a pool of offshore resources, including ports, installation vessels, lifting equipment and service providers.
• Pre‑qualify subcontractors by assessing technical capability, HSE compliance, financial health and track record.
• Maintain an up‑to‑date database of qualified subcontractors for project planning.
• Review technical and commercial proposals, evaluate feasibility, risk and cost‑effectiveness.
• Lead the RFQ/RFP process, evaluate bids and recommend award decisions.
• Conduct commercial negotiations focusing on risk allocation and cost optimisation.
• Collaborate with project, legal and finance teams to finalise subcontracting agreements.
• Support the development of a Europe‑wide offshore subcontracting strategy and continuously improve selection and contract management processes.

Required profile

• Degree in Naval Architecture, Ocean Engineering, Mechanical Engineering, Civil Engineering (Port/Coastal) or related field.
• Proven experience in offshore wind turbine installation, heavy‑lift of large offshore structures or site management for offshore projects.
• Familiarity with European offshore standards and regulations.
• Strong ability to translate complex technical requirements into clear engineering language for subcontractors.
• Excellent cross‑cultural communication skills.
