Head of Licensing & Regulation

About the role

Proxima Fusion is seeking a senior leader to own and drive its licensing and regulatory strategy for two breakthrough fusion projects – Alpha and Stellaris. Based in Munich, you will shape the pathway that enables Europe’s first commercial stellarator power plant.

Key responsibilities

• Define and execute a clear regulatory roadmap for Alpha, the net‑energy‑gain stellarator in Munich.
• Lead site‑feasibility and licensing work for Stellaris, the planned fusion power plant at Gundremmingen.
• Translate complex regulatory requirements into practical, executable plans and identify early risks and milestones.
• Build and maintain constructive relationships with German federal, state and local authorities, as well as external partners and technical experts.
• Represent Proxima Fusion in regulatory discussions, ensuring credibility with decision‑makers.
• Coordinate closely with engineering, finance, operations and programme leadership to align technical and commercial decisions with licensing needs.
• Support site‑selection, permitting, environmental, safety and regulatory‑readiness activities.
• Prepare regulatory submissions, evidence packages and engagement strategies while maintaining speed, safety and quality.

Required profile

• Proven experience leading licensing or regulatory programmes for large‑scale, high‑tech industrial projects.
• Deep understanding of German and European regulatory frameworks relevant to energy and advanced manufacturing.
• Strong stakeholder management skills with the ability to influence public authorities and industry partners.
• Excellent analytical and strategic thinking, with a track record of delivering results in complex environments.
