Governance and Agriculture Policy Expert

About the role

NTU International A/S is coordinating an EU‑funded project to develop Uzbekistan’s AgriFood Development Strategy (2020‑2030). The Governance and Agriculture Policy Expert will join the core team to shape a market‑oriented, inclusive agri‑food system that boosts farm incomes, creates livelihood opportunities and strengthens food security for smallholder farmers, women and vulnerable groups.

Key responsibilities

• Analyse existing agricultural policies, subsidies, price mechanisms, trade measures and rural development programmes.
• Design and assess policy instruments that support sustainable, market‑driven agriculture.
• Produce high‑quality analytical reports that combine economic analysis with governance considerations.
• Formulate actionable recommendations for Uzbek government institutions and stakeholders.
• Support the implementation of sector reforms and monitor progress throughout the 48‑month project.

Required profile

• Master’s degree in agricultural economics, public policy, economics, public administration or a closely related field (or a Bachelor’s degree plus four years relevant experience).
• Minimum 5 years of professional experience in agricultural economics, policy design, analysis or implementation.
• Demonstrated experience working in or with developing economies, preferably in Central Asia or post‑Soviet countries.
• Proven ability to advise government bodies on agricultural policy, sector reform or public expenditure.

Required skills

• Proficiency in English (minimum C1 level).
• Working knowledge of Russian is an asset.
