Project Manager – Pre-Construction for Hyperscale Data Centres

About the role

CloudHQ (CHQ) is seeking a Project Manager to lead the pre‑construction phase of hyperscale data centre projects across the EMEA region. You will shape projects from site identification through design development and contractor procurement, ensuring they are fully defined, cost‑controlled and de‑risked before construction begins.

Key responsibilities

• Establish project leadership and build partnerships with internal teams (development, construction, operations, finance, legal) and external stakeholders (consultants, authorities, utilities, partners).
• Lead governance, reporting and approval processes, communicating status, risks and escalation points to senior leadership.
• Manage scope, budget, programme and development strategy from feasibility to construction readiness.
• Coordinate site due‑diligence, assessing feasibility, infrastructure availability, environmental, legal and commercial risks.
• Develop concept, basis of design and detailed design packages with technical teams.
• Oversee multi‑disciplinary consultants, develop and manage development budgets, and align cash‑flow.
• Drive change management, procurement strategy, market‑condition monitoring and risk mitigation.

Required profile

• Proven experience leading complex infrastructure or data‑centre projects through the pre‑construction phase.
• Strong commercial acumen with ability to develop and defend business cases.
• Excellent stakeholder management and communication skills across internal and external parties.
• Ability to work in a fast‑moving, multi‑regional environment and make decisions that de‑risk projects.
